A highly ethoxylated oleic acid ester with 75 ethylene oxide units, making it very water-soluble and gentle, commonly used as a mild surfactant in facial cleansers.

PEG-75 Dioleate carries a very high degree of ethoxylation (75 EO) conferring strong hydrophilicity and low potential for skin penetration. The EU Cosmetics Regulation (EC 1223/2009) lists no restrictions on this ingredient, and its high EO content makes it one of the milder PEG-ester surfactants. As with all PEG ingredients, 1,4-dioxane testing is recommended by SCCS.
