meta-Phenylenediamine (m-PPD, 1,3-diaminobenzene, CAS 108-45-2) is a diamine formerly used as a component of oxidative hair dyes. In the EU post-2003 hair-dye safety review, the SCCS evaluated it and it was added to Annex II (prohibited) of the Cosmetics Regulation because the safety dossier did not support continued use — genotoxicity signals in in-vitro assays and contact-sensitization liability were central concerns. It is a recognised cross-reactor with p-phenylenediamine (PPD), so consumers with PPD allergy will typically react to it as well. There is no legal cosmetic use in the EU.
