A mid-to-high ethoxylation oleyl alcohol ether widely used as an emulsifier and solubilizer in cosmetic formulations, considered safe for topical application with minimal skin penetration risk.
Poly(oxy-1,2-ethanediyl), α-9-(Z)-octadecenyl-ω-hydroxy with an average of 16 mol EO. Classified as a nonionic surfactant and listed in EU CosIng without restrictions under Regulation (EC) No 1223/2009. The higher EO chain provides good hydrophilicity while maintaining emulsifying efficiency. No sensitization or toxicity concerns at cosmetic use concentrations.
