This compound is a nitro-substituted m-phenylenediamine derivative used as a hair dye intermediate in oxidative colouring systems. The nitro group on the aromatic ring (para to the imino-bisethanol substituent) contributes to high tinctorial power but also raises sensitisation and potential genotoxicity concern, as nitro groups on aromatic amines can undergo metabolic reduction to reactive nitrenium ions. A maximum concentration of 2.5% (expressed as the hydrochloride salt) applies under EU Annex III, with use restricted to oxidative hair dye applications only.
